Biography

Dr. Toyin Segun Onayinka is a Senior Lecturer and Head of the Department of Broadcasting, Faculty of Communication and Media Studies, Federal University Oye-Ekiti (FUOYE), Nigeria. He holds a Ph.D. in Mass Communication from Babcock University, an M.A. in Communication and Language Arts, a Master of Personnel Psychology, a Postgraduate Diploma in Education, a B.A. in English, and an LL.B. He has also received professional training in quality assurance under the DAAD-supported DIES TrainIQAfrica Programme and in misinformation analysis through the FIMI Analyst Foundations Programme.
Before joining academia full-time, he held senior university administrative positions, including Principal Assistant Registrar at Olabisi Onabanjo University, Deputy Registrar at the Federal University of Technology, Akure, and Registrar of Adeleke University. At FUOYE, he has served in several academic leadership roles, including Chair of the Faculty Research and Grants Committee.
His research focuses on political communication, digital media, misinformation and disinformation, media accountability, artificial intelligence, strategic communication, and media and democracy. He has published extensively in Scopus and other indexed journals.
Dr. Onayinka is the Principal Investigator of the TETFund National Research Fund project, Modelling AI to Identify Falsehoods: Impact of On-Air Personalities and Social Media Influencers on National Integration, which established the National Hub for Falsehood Monitoring at FUOYE. He also serves as Nigeria's Principal Investigator for the UNESCO and NMT Media Foundation African Media Accountability Project. He reviews for international journals and is a member of several professional associations, including AMCRON, CORN West Africa, and WAAQAN.

Quality Assurance Expert

Successfully completed a specialised professional training programme on Internal Quality Assurance in Higher Education under the Dialogue on Innovative Higher Education Strategies (DIES) initiative. The programme strengthened competencies in quality assurance systems, curriculum development, quality management, monitoring and evaluation, programme review, and institutional quality enhancement. The training focused on the design and implementation of effective internal quality assurance frameworks aligned with international standards, continuous improvement processes, and the integration of quality assurance into teaching, learning, and academic programme development within higher education institutions.

Foreign Information Manipulation and Disinformation Analyst

Completed the FIMI (Foreign Information Manipulation and Interference) Analyst Foundations Course, a professional certification programme developed by Debunk.org. The training strengthened competencies in identifying, analysing, and countering foreign information manipulation, disinformation, and coordinated influence operations using internationally recognised analytical frameworks, including ABCDE and DISARM. The programme covered open-source intelligence (OSINT) techniques, digital investigation, cyber hygiene, narrative analysis, and evidence-based assessment of information threats. The course equips participants with practical skills for monitoring information integrity, detecting coordinated manipulation campaigns, and supporting policy, journalism, academic research, and democratic resilience initiatives.
